A better question to ask I suppose is, what the hell do you think this actually is going to be? Personally, I cant think of it being anything "other" than a capital city. Does the architecture look Goblin? It seems to be floating in water, which begs the question, where could it be placed. Perhaps somewhere in the Bay of Storms in Azshara?
