Well, I don't remember if she can simultaneously control the robot and ship, but the thing is: she's already an AI in control of a super powerful spy frigate with powerful weapons. She's already dangerous. Putting her mind in a small robot body, well, that's not going to make her any more dangerous. Also, if I remember the script correctly, Cerberus built a spy fembot to impersonate a scientist working at the prothean ruins on Mars (which is the 2nd mission of the game, right after you leave Earth under attack). You chase the fembot to recover important prothean data, end up trashing it and then something happens and the crew of the normandy retrofit it and put EDI's mind in it.

What bugs me is that towards the end of the game you find plans for like a 99% completed prothean superweapon to kill the Reapers. Not only does that kind of piss me off, that we're falling back on the Protheans to save our asses again instead of relying on things like human ingenuity, but if they had such a powerful weapon why didn't they use it the first time?
