I was positive that image was of an older Anduin until I read the words Starcraft II.... so similar. First one on the third horizontal row on page one

That's Valerian Mengsk, Arcturus Mengsk's son. He's the main character of the SCII novel I, Mengsk and a pretty interesting character, actually.

His son is actually really into archaelogy, as well as military strategy. He's attended some of the best educational institutions in the dominion.
