Sure, it's a Tolkien stereotype. But it's one that has been made canon over and over again. Hell, we have two different playable elven races, and both tend towards isolationism (it's what separates them from the savages^W trolls).

What do they all have in common? Association with a body outside the main Quel'dorei government, perhaps? This is made clear in the short story you yourself referenced. The government is isolationist, has to be dragged out kicking and screaming, and those that want a place in the world outside of elven lands have to join other groups to do it.

It may have started with Tolkien, but it was perpetuated in Warcraft. Apart from some volunteers and token support, the Elves only really got into the Second War when their scouting parties got imprisoned and their lands got invaded and burned.

Again in Warcraft III, though you have volunteer Priests and Sorceresses, lore says that Quel'thalas had left the Alliance. This doesn't change until, low and behold, Quel'thalas gets invaded again. Only moreso.

That's twice in a row, not wanting to get involved in the continent's affairs until they get invaded themselves.

EDIT: Curses, ninja'd!

As far as the Draenei go... I don't really understand what's going on with them, so I find it easier to just imagine that they don't exist.
