My parents aren't either socialists nor communists (not that it matters, since both socialism and communism were long dead in Indonesia. Thanks for that, America). It just happens that my dad is a diplomat and his first posting was at Cuba. Ah Havana, good times. Did you know that our house got robbed twice by petty Cuban thieves? They didn't steal jewels or cash, but they stole our clothes. My mum was horrified when our wardrobes were pillaged.

Look on the bright side, having no clothes means your tans were nice and even.

After almost a week's hiatus, Chef is back in SoL and he needs your help. The European Youth Parliament may be an organization involving politics and debates, but it's organized by people in their early 20's, so EVERY night there has to be a party. Constant partying and little work bores me, and I really haven't had time to do research, or to access a computer for that matter. But the important thing is that I'm back.

So, now that I'm here, here's what I need you guys to do: Imagine that you are members of the European Parliament, which votes on certain "resolutions", i.e. motions that are to be carried out by the EU. Of course, as in any democracy, each resolution must be first discussed and debated before being voted, and if the majority approves of it, it will pass.

Here's the resolution that my committee managed to produce during this week (the structure of the resolutions is kind of weird, so feel free to ask me any questions):

MOTION FOR A RESOLUTION BY THE COMMITTEE ON FOREIGN AFFAIRS

Topic: Following the independence of South Sudan on 9th of July 2011 and the recent signs of conflic between the two Sudans, how should the European External Action Service act in order to help make peace a reality in the war-torn region?

The European Youth Parliament,

(This part contains introductory clauses and its purpose is merely to introduce the situation)

A. Recognizing cultural and ethnic diversity in the Republic of Sudan and South Sudan (600 different ethnic groups),

B. Taking into consideration the religious differences between Islamic Sudan and the mainly Christian South Sudan,

C. Fully aware of the extensive history of civil war and ethnic violence in the region,

D. Deeply disturbed by the ongoing disputes over the border demarcation line between the Republic of Sudan and South Sudan,

E. Deploring the exclusion of South Kardofan (which includes the Nuba Mountain Region) and the Blue Nile Region from the 2011 Referendum (for independence) as designated by the 2005 Comprehensive Peace Agreement,

F. Deeply alarmed by the recent atrocities in the Nuba Mountains committed by the Sudanese Army against South Sudanese-sponsored militia,

G. Believing that halting the production of oil in the region will continue to bring about negative economic effects for both the Republic of Sudan and South Sudan,

H. Recognizing oil as a major cause of contention in the region,

I. Noting with deep concern that pipeline usage fees, enforced by the Republic of Sudan, nullify the competitiveness of South Sudanese oil (Sudan charges $32 per barrel of South Sudanese oil to be transported along its pipelines, while the normal cost would be 25 cents per barrel),

J. Fully aware of South Sudan's reliance on Sudanese pipelines due to the fact that it is their only possible route to the world market,

K. Bearing in mind that 75% of the former Republic of Sudan's oil reserves are now in South Sudan

L. Profoundly conscious that South Sudan receives 98% of its revenue from oil sales,

M. Deeply regretting the sales of arms to combatants in the Sudanese and South Sudanese conflict zones (it's mainly the Chinese who sell them weapons);
(This part of the resolution contains the actual motions that are to be carried out by the EU if the resolution passes: )

1. Condemns the ongoing violence, extortion, and undemocratic conduct between the Republic of Sudan and South Sudan,

2. Calls upon the EU to propose a Treaty of Stabilization and Cooperation to both the Republic of Sudan and South Sudan with the aim of stabilizing relations in the region and to foster development,

3. Further designates conditions under which the Treaty of Stabilization and Cooperation will be based on:

a) the introduction of international observers to existing conflict zones along the border between the Republic of Sudan and South Sudan in order to ensure the cessation of violence,

b) the creation of a new, more just agreement between the Republic of Sudan and South Sudan on transit fees for South Sudanese oil traveling through Sudanese pipelines,

c) the facilitation of regional referenda in contested areas along either side of the Republic of Sudan/South Sudan border in question of Sudanese or South Sudanese sovereignity,

d) the invitation of mediators to facilitate dialogue between the various ethnic groups in order to help resolve continuing feuds and conflict;

4. Authorizes the following incentives in accordance with the proposed Treaty on Stabilization and Cooperation:

a) a reduction in the import tariffs for South Sudanese oil into the EU in order to increase Sudan and South Sudan's market competitiveness,

b) deliverance of EU financial support of infrastructural, economic and educational development to both the Republic of Sudan and South Sudan in light of their over-reliance on oil exportation;

5. Further proclaims in the event of a refusal to the proposed Treaty of Stabilization and Cooperation, an EU-wide embargo on the refusing country's exports be imposed;

6. Proposes a joint operation between the EU and African Union (AU) in the formation of a peacekeeping taskforce in which the EU will provide training equipment and logistical support to the AU peacekeepers in the case of human rights violation;

7. Encourages an international reduction in arms exports to both Republic of Sudan and South Sudan.
So guys, what do you think? Criticize the fuck out of it. Find its faults, and think of arguments to defend it. Remember that you can't change the actual resolution (it's final).
