Simple, what the hell is the Reliquary of Souls/Devourer of Souls. Let the speculation begin.

I can only assume it was created after first contact with Azeroth since the faces look human/elven.

If I had to guess....

Similiar to what Fojar said....but probably more of a construct or something...

Think of it like a construct which holds thousands of souls for some type of purpose or another.

Probably to be used when the need for souls arises.

Pretty much how I've always felt about it. Both seemingly entirely lack lore and are based around Sinistar/Final Fantasy style boss fight in WoW. They have always bothered me...

Weirder still is how out of place it is in the Black Temple, I can buy it being used in ICC (hell they should have had the rib cage prison as well) but it's totally out of the blue in both cases and quite annoying because of that.

What were Devourers faces anyway? Reliquary had Suffering, Desire and Anger.

Just a bigger version of Frostmourne.. trapping dem souls because fire can be expensive and destructive to the enviroment, but soul light? Doesn't pollute and it's clean energy! And renewable!

That Arthas, who knew that he was such an enviromentalist?

The Black Temple is a massive structure with numerous sections for various purposes. In my mind, Illidan must of built a Danger Room for him to practice and retain his fighting skills. The Reliquary of Souls is the Black Temple's Danger Room developing self-awareness and once it broke out, it decided to test the Illidari's fighting prowess. Illidan would normally help resolve these issues but he was too busy Tebowing on the roof with the Skull of Guldan.

This sounds very plausible.

Also maybe they may have been the basis as to how Blizzard came up with the Sha, and the reliquary being just the negative emotions of not only the Illidary, but also the Karabor draenei who were massacred by the legion, manifesting into the conglomerate we fight.

A creature made up of several disturbed and potentially powerful souls used by Illidan for who knows what, maybe as a last resort defense?

Might have been one of his experiments with binding and mastering souls while trying to bind Akamas or maybe Karabor had many disturbed souls around it and they were causing Illidan and his forces trouble, so he figured he might have a use for them.

I also imagine there were a lot more than just 3.

Souls of those lost to the Legion, kept within a living vessel whose sole delight was torturing them while they awaited experimentation by the Nathrezim. When the Legion was pushed out of Outland, the Reliquary was left behind, too busy in its hedonistic desires, and simply chose to enjoin itself to Illidan. Its three faces are not faces at all, but actually constantly morphing features that express the terror and aggression of those imprisoned. The reliquary merely empowers itself from these emotions, using them to haunt whoever might disturb its demonic agency.

Ner'zhul, after his capture by the Legion, was spared the Reliquary, but not out of compassion. Instead the Reliquary is extremely covetous of its possessions and the Nathrezim feared their plans would be delayed by attempting to extract the orc's soul from the Reliquary's machinations.

This is the best answer so far but mine comes with a Danger Room and who wouldn't want to see a comic with Illidan and crew training in there?

When they come to adding lore descriptions to old raid bosses in the Dungeon Journal, I want this to be under the Reliquary.

You know...that's not a half-bad idea. Teron wanted his knights back and Illidan was in the midst of "negotiating" with the Reliquary when we crashed the party and sent them all back to the Great Beyond.
