The "King in Green" statue is reference to the King in Yellow. That's pretty straightforward.

The "time is a flat circle" line is a reference to multiple things at once. Specifically, it's a reference to Nietzsche's concept of eternal recurrence, which was quite literally the idea that the universe is in an infinite cycle that constantly repeats itself. Taken with the additional line in the achievement ("everything we have done or will do, we are going to do over and over again") it's a line lifted from True Detective season 1, which was released during the time that WoD was being finalized.

There are a number of ways to interpret the reference. One is to take it literally, which in the context of the game would indicate that we are destined to continue this cycle of fighting against the Legion and/or the Void ad infinitum. Another literal interpretation connects with the time travel conceit of WoD, where despite the differences introduced by certain "blades of grass" there are some events that simply WILL occur, as though by fate itself, which feeds into the Nietzschean philosophy further. Gul'dan being corrupted by fel magic, and spreading that corruption to the Horde, is arguably one of those fated events.

Another is to go more meta, which can range anywhere from "we're going to fight these raid bosses over and over and over again in a nigh-endless cycle of getting loot so that we can fight bosses more effectively" to "we're going to keep retreading the history of this world over and over again instead of moving on to another story."

Another interpretation is that the devs are simply lampshading the idea of the raidboss geargrind with such an overt line. That whichever devs were given the task of naming achievements had just watched that episode of True Detective and thought the speech sounded really cool, and on the barest whisper of a pretense assigned it to the statue unlock for killing Archimonde during WoD. And everyone thought it sounded really cool and ran with it.

The idea that Blizzard would use an achievement with such an obvious pop culture source to broadcast that they are just going to just cycle through their previous content over and over again strikes me as one of the most convenient tinfoil hat theories I've heard, ever.

If it is the theory that lore is just a circle that can't be avoided (Garrosh proves that this is more or less the case) then I would not be surprised if the End Time is actually something we will see happen in the near future.

I guess I misread the signal on this one. I thought there was more of a back-and-fourth.

They do have that millenia-old empire that spans the waves that we traverse every day and whose capital who keep hanging out on top of.

That seems like something that should be addressed.
