I was positive that image was of an older Anduin until I read the words Starcraft II.... so similar. First one on the third horizontal row on page one

That's Valerian Mengsk, Arcturus Mengsk's son. He's the main character of the SCII novel I, Mengsk and a pretty interesting character, actually.

Does Mengsk still call himself an "emperor"? It looks like his son has some medals already – not sure if they are honary or from achievement.

His son is actually really into archaelogy, as well as military strategy. He's attended some of the best educational institutions in the dominion.

Given that Valerian is his father's son I'd expect him to be quite brilliant.

Anyhow that can't be Anduin he has no massive chin!
