It's a safe bet that everyone in this group wants to see Stromgarde revitalized. Assuming this is accomplished (a big assumption, to be sure), what then?
Obviously, the Horde/Forsaken is the biggest concern. Any alliance with them would be morally wrong, and worse, impractical. However, Stromgarde would be in an ideal position to advertise its position as a bulwark of humanity and the Alliance.
Due to Stromgarde's status as a successor to the Arathor Empire, it could appeal to a sense of human racial unity. This should be exerted as a means to attract soldiers of fortune, idealists, and fanatics. Given the state's weak position, it cannot afford to be overly picky. Ex-Defias could work well as cannon fodder.
Since Lordaeron no longer exists as a country, Stromgarde would be in a prime position to exercise political hegemony over the continent. Areas liberated from the Forsaken could be given to Lordaeronian survivors as a sort of token gesture, but they would definitely be satellite states.
The ultimate goal will be to create a continental environment in which Stromgarde is the undisputed power. The Alliance probably can't be seen as reliable (I mean, they let Stromgarde rot for decades), so this will require military self-sufficiency that can best be claimed by controlling resources and territory.
Khaz Modan's presumably always been on good terms with Stromgarde (how else does one interpret the Thandol Span?), so that's probably not anything to worry about.
It would likely be a long time before Stromgarde can project power to the point of controlling and maintaining control over Tirisfal Glades. Thus, the goal should be to cut away at the Forsaken borders, claiming Hillsbrad and perhaps allowing Gilneas to control Silverpine.
Once the Forsaken are defeated or contained, Gilneas and Quel'thalas will be the major contenders. Gilneas is part of the Alliance, but geography trumps politics, so someone must keep an eye on them. Their peninsular location gives them easy access to Kalimdor/Stormwind/Pandaria trade routes, so Stromgarde must either expand its own merchant fleet or work through a middleman (such as Kul Tiras, wherever the hell it is).
For Quel'thalas, Stromgarde can continue to leverage Alliance support to weaken and isolate them.
