Default The most well designed evil faction?

I always think the legion was described as soooo powerful but the story was unable to show their strength well enough. It would have been better if they were not a world wiping legion but just a few powerful demons, luring ppl to their service.

The Scourge was quite menacing in WC3 but a laughing joke in WotLK. The Old Gods got a lot of setups but they were overused with the mind control power. I don't like them as well.

The mogu.

Frankly I feel like no other major WoW villain has maintained the sort of story-long consistency they had. In fact they were done so consistently well that one of their major underlying themes was that their entire history after Lei Shen's death was defined by a sheer, stubborn adherence to acting like mogu so hard that none of them were ever innovative and forward-thinking enough to even come close to replacing him.

In other words, their consistent writing as villains arguably proved to be the logical cause of their downfall. So the how and why of their defeat never felt like a random asspull.

Also Metzen just didn't let them kill enough important characters to show their menace, and these characters pretty much become wasted after the arc.
