The rod of compulsion, you use it to make the Scarlets in the next quest say what you want them to say. You use it on them and they start crying foul about the Scarlets, saying they should befriend the Forsaken, and calling Abbendis a harlot.

Thing is, the quest giver said he used one of those same rods. Why would Terenas have what is almost a mind-control device?
